About the Presenter:

Rebecca Huffman Constance, PMP, PE, is a Supervisory Civil Engineer serving as a Senior Program Manager for the US Army Corps of Engineers, New Orleans District (MVN).  She is responsible for the management and budget of MVN's Operations & Maintenance, Mississippi River & Tributaries, and General Regulatory Appropriations.  Over the last 15+ years, she has worked as a Program & Project Manager or Plan Formulator in civil works and as a Project Engineer in construction.  During her career as a project manager, she managed planning, design, construction, and project turn-over of billions of dollars in highly complex projects such as the GIWW/IHNC Surge Barrier, the Kenner West Return Floodwall, and the Causeway Bridge T-wall and Abutment.  Most of her projects required significant multi-agency coordination and in depth management in order to construct through residential neighborhoods, highly traversed roadways, navigable waterways, international airport facilities, and difficult terrain.  She served in hurricane recovery efforts immediately following Katrina and then Rita, including unwatering and levee and floodwall reconstruction in St. Bernard Parish, and after Gustav on the Damage Assessment Team to inspect flood protection on the West Bank and Vicinity project.  While in Construction Division, she worked as the field engineer on multiple projects including floodwalls, levees, and pump stations on the east and west banks of New Orleans and vicinity.  Her career with MVN began in Planning Division on Coastal Wetland Planning, Protection, and Restoration Act projects and the Louisiana Coastal Area Ecosystem Restoration study.
